Android and Apple APP in connection with Joomla Docman

We need to develop an Android and iPad/iPhone app that will work together with Joomla CMS component Docman for online upload and download. The project requires to program a small Joomla component that will enable the app to connect to the website according to log-in data for each Joomla user in order to view or upload documents stored in the user folder.
The app must be able to connect to one or more give Joomla sites running Docman.
The purpose is to enable any Joomla-Docman website to extend the use by this new app for upload or download any kind of docs store in the user folder.
Another important purpose is to give the possibility to upload a simple photo made with the phone/tablet to the personal folder on the server (as i.e. the share function native in android. Click on "share this photo" and select the icon App. The App will open and say "upload".) No file editing or write back to the Joomla site is needed, just an upload or download function. All PDF files should be viewed within the new app using tabs, any other document type should be transferred to an other app that will open that type of document.
Good documentation including screen shots of every page will be provided to professional and interested developers.
We are looking for a long term relationship. Source code will go into our possession after completion of project.
