Create a .BMP graphic for a wizard

I need to create a picture to use in my software; this picture will used in a wizard-style window (eg. same as the wizards of MS Office of Windows). My software is a freeware program for creating questions, assessments, and the wizard is used to add a new question (it's called "Add a new question wizard..."). So the picture should display this concept. If you're interested I'll provide a screenshot of the wizard so that you see where the bitmap would be placed and its size.
