Digital audio fingerprinting algorithm, database and sample project

I need someone to create a shazam-style digital audio fingerprinting solution that will fingerprint and index an audio file into a database, and then allow for a small clip of the audio to be fingerprinted and matched against previously indexed content. It should work in a fashion similar to what is described in these posts: <[login to view URL]~dpwe/papers/[login to view URL]> <[login to view URL]> I would like to have the solution built with C#.net and SQL. Please describe the approach you will take to accomplish the solution. Thanks!
