Desktop utility - Simple video editing tool

We require a very basic desktop video editing tool which we intend to give free to our members from our website. Sopmething verymuch like Windows Movie Maker (even with less functions) but with format conversion. The tool should have the following basic functions : Open/Import popular formats of video files like 3GP, mp4, mpeg, avi etc. on a time line. The diting window should have all commands and a preview window. Allow to cut or crop video from any postion to any postion. Add a title begining, end or superimposed in 4-5 positions on the screen, allow 4-5 different effects of titles. Some transition effects from one frame to another. Save output file in wmv format in 2-3 diff resolutions. If something is already ready with someone - we are interested to assess it for minor modification. Working demo will be an advantge for the bidder. We require all source codes and support for later versions.
