Decompile and adjustments to an .exe programme

I need a popular IRC client (V6.03 mirc) .exe decompiled and recompiled so the following is possible:- * It loads a remote script always on startup * The old IRC elements don't work, it becomes a happy little tray icon that processes the remote scripts * The dialog function can resize the font and style * A way to embed a webcam into a dialog box (if possible) If the budget is set too low, message me!
