Create a encrypted system linked to a database

I want a system created using C++ alongside a database. It needs to be created with design with UML standards. It should include database design document. I need to create a System which will exist with data. The System will be internal and be secured with encryption. The system must be user friendly. I want this system to be designed and created to an amazing standard. The person who bids must be willing to keep modifying until I am completely 100% happy with the total look and quality of the system. The system will need to include the brand identity, logo, and would need to invite customers with a very good design and structure. we would help with the context of the system. The bidder can recomend a alternative software they want to use. But must make us aware when bidding ideally I am thinking c++.
