C# Winforms Desktop Application - OnScreen TakeOff of PDF & TIFF Construction Drawings - Reader/Editor with the ability to Annotate & take Measurements

I am looking for a very experienced C# programmer who can developed a project similar to the application downloadable below (OnScreen Takeoff), I will incorporate it into my estimating software, so full source code would be required, The Access Database has already been developed for this application.

After Viewing the Free (OnScreen Takeoff), please ask questions as most of the UI are already completed, this will be for basically just for the Reading, Editing, Adding Layers, Zones, Annotations and Measurements of PDF & TIFF files. There will be multiple ViewPorts Required, as mentioned earlier, the Database is already to go and 80% of UI's are already designed and developed. Ready for your use.

Must be able to take off line, count, area, etc., each condition (item) measured must be able to be colored coded..

Database is setup to accept all of the required information.

Most be Capable of Converting PDF to Tiff, and also to View and Annotate PDF, and TIFF Files.

Drawings are only stored by Name and location in database, and the Actual Drawings are stored on the Users Computer

Must run on Windows 7 - 10 - 32 bit and 64 bit.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment-

-Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.

Please do not 'ASK for Cash Deposits", upon awarding the Project, a 50% Deposit will be created though Freelancer.com as a Milestone Payment. Milestones can and will be released for work that is partially completed, but most have some functionality working;
