C++ code to identify and analyze circles in a bitmap image

We are looking for a developer who can write C++ code to analyze a bitmap image with textured circles of varying size against any solid background. The images to be analyzed are 8 megapixel photos of circles whose radii measure between 40 and 200 pixels. The code will need to determine the following with high precision:
1. Number of circles in the image
2. Surface area of each circle in the image
This project will be deemed to be successfully completed only if the following precision requirements are met:
1. The error rate for circle detection is less than 1 per 100 (i.e. the code has to detect at least 99 of every 100 circles in images)
2. The error margin for circle area detection is +- 1 pixel for each circle in the image
Once again, the DEVELOPER WILL ONLY BE COMPENSATED IF THE PRECISION CRITERIA ABOVE ARE MET. The approach to the implementation of this assignment is up to the developer. Third party libraries such as opencv may be used as long as they are published under open use licenses.
