Create Customer Receiver for Chromecast to demonstrate HTML5/Javascript/CSS capability proof of concept

We have a project to develop a custom Receiver application for a Chromecast that has various simple animations on the screen, similar in nature to a flight arrivals / departures screen in an airport (scrolling ticker, text rollovers, animated logo, flashing indicators, small moving icon animations, etc). We would like to have a "Custom Receiver" application written to work on a Google Chromecast2 device that provides a "proof of concept" that the Chromecast device is capable of executing the required basic animations on the device itself, using HTML5 / JavaScript / CSS techniques (i.e. NOT using video playback functionality) The proof-of-concept application at this stage will not have to be "pixel perfect", it needs to demonstrate whether HTML5/Javascript/CSS running on the Chromecast is capable of displaying and animating these fairly basic pages. We are NOT looking to use video playback capability of the Chromecast device, we must use purely the HTML5 / Javascript / CSS running on the device itself. We will provide a video of how the screen appears and animates, along with all the individual graphical elements as PNG/JPG files, for reconstruction in the Chromecast Receiver Application using HTML5/Javascript/CSS. A preliminary concept design is attached as an example. HOWEVER we will provide an updated design (that will look different) along with the various graphical elements and a video of the screen in operation to the selected developer. The underlying elements required will remain the same as the preliminary concept design. If this proof of concept works as hoped then there will be opportunity for further development to develop the entire application including communications to a server for live data updates.
