We are excited to partner with the right freelancer to develop this web app. I am trying to be as specific as possible in this description to assist with your bidding process.
A web application that:
1) Offers various functional experiences for registered users (9 different functional experiences i.e. answer questions, take a poll). Functional experiences require individual pages pulling content from a database and updating content to a database, as well as an overall dashboard page, with portlets displaying any combination of the 9 functional experiences. There also needs to be a user profile page.
2) Provide agendas for each user with each of the 9 functional experiences tied to an agenda item
3) Allows administrators to manage users, upload content to define the 9 functional experiences. Content for the 9 functional areas should be available through data entry or data upload. No more than 15 Administrator pages
4) Allow administrators to run up to 15 reports. Reports based on results of the 9 functional experiences. Reports should be able to be exported to MS Excel, printed or saved as pdf
5) Certain elements of the 9 functional areas require the ability to refresh page updates instantly
6) System generated news feeds providing updates to users
7) Users can belong to teams and teams can have unlimited hierarchy
8) All individual results rollup to each team level
9) Fully responsive (i.e. mobile & tablet friendly)
10) Adhere to already existing style sheets
11) Support multi-timezone
12) Support Multi-lingual with the ability to set preference on user profile page (administrator generated content to support two languages
13) Adhere to Accessibility for Ontarians with Disabilities Act
14) Server side code written in VB.net, client side code written in javascript
15) MS SQL Server 2012 or higher database
16) Project Needs to be completed by April 12th
17) Successful bud will be provided a full Functional requirements document
18) Regular updates and review of code & progress are required to ensure the correct understanding of requirements. This is to protect us both
19) This is release 1 of an excepted 12 release project. Successfully bid, upon satisfaction of delivery of release 1 will be given priority consideration for subsequent releases
