Assistance troubleshooting power issues on PCB with 3.3v MCU

The power management circuit (in attached schematic) is supposed to regulate voltage up/down to 3.3vdc from supplied battery pack (3.7v), but instead outputs voltage around 0.8V. Also there is some issues with the circuit switching the power to the TSL2561 light sensor from the MOSFET at VCC_LS1_R. Ideally looking for someone with decent english languages skills and strong engineering background. Access to Altium a plus for doing quick fixes to schematics.

Hi, I am an embedded system engineer and have good debugging skills. I have access to altium as well. You would need following for troubleshooting the schematic attached. 1. Multimeter 2. Oscilloscope (could be used in worst case scenario if multi meter fails) However i would like to know where exactly in the circuit you see 0.8V. Feel free to contact for clarifications if any.
