Creating animation movement in a fixed image

From a given image (that would be the fix background) I would give it to you in pdf or autocad file (its a machine). I would like to put like green and red points going together in the machine and moving around in a certain direction and in one point of the process they should go in opposite directions. The background of the image should be water, so some kind of movement should be done. It can be done in flash or what ever program you want, but I have to be able to instert it in a powerpoint presentation and play it from there. It has to be very professional since it is going to be used to explain a process for selling this technology. A friend of mine who is in holidays says that if should take less than a morning to do it. Please show me some examples of what you are able to do.
