Create a Simple Webservice for an Intranet

We need someone to design a simple set of services for our intranet. You will design the files and hand it over to us as zip (ftp details will not be provided). Here is what is needed - a common discussion board, it should allow a facebook wall like functionality. Users should be able to post files, messages on the board. It should look professional and have web 2.0 graphics preferably made in flash. These walls which will be used for collaboration on projects change weekly or with the project (automatically), and the information posted on the walls that are being phased out should be archived in a DB. Any other suggestions you have that will help increase exchange of ideas among the company employees are welcome. When posting files no extensive conversion should be required and it should have a online display feature like we have in gmail.
