Digitise analog map of African country oil concession blocks

We want to take image files of maps of Tanzania which contain analog maps and have them superimposed onto an open mapping system (Mapbox) so that we can extract geodata points for them. The maps are relatively low resolution so we understand the geodata points will have a degree of uncertainty - the task is to efficiently find the best degree of resolution. Geodata can be in any open format which will allow us to import into Mapbox, GoogleMaps and other common mapping platforms. The maps are of oil concession blocks and the data required are the polygons of the shapes of the blocks, together with labels the maps contain for the names of those blocks. We already completed this function with two other African countries, Mauritania and Chad, from similar files.
