Ignore the project price and time frame here. At best you can bid an hourly rate to assess the scope of work to first repair the existing program and then price the additional project.
We have a GIS program written in python that has ceased to function. It was working well for over a year. The original programmer is no longer available for work.
In laymen’s terms we create or provide polygon shapefiles which represent residential housing neighborhoods. Each house is assigned a latitude-longitude point and we use these locations and neighborhood shapefiles for a great number of automated processes and calculations.
The original programmer also created some kind of script that evaluates lat-long points landing outside of the defined polygons and automatically “snaps them to” or assigns them to the closest defined polygon.
We need an evaluation of the programming to determine why it no longer functions, and then of course options for repair.
Moving forward we will need someone to help us add new shapefiles in multiple metropolitan areas over time. We would provide the shapefiles and you would bring that data into the GIS program and ensure full functionality.
We are a startup so work will begin with the repair and then adding then at least one new metro area. If this pilot program performs well we expect to grow in spurts.
Outside of this primary work we may also investigate using US Census blocks and/or block groups to create new shapefiles moving forward.
