Build a Website for file upload and sharing

I would like a website flat design that allows me to upload and manage electronic files (pdf,word) and then for users to pay to download them. On average files will be 2mb at most in size – most likely less than that.
Key requirements of website
• Website must be responsive
• User can register to purchase file(s) or can purchase file as guest
• Registration needs to be simple (email, password and that’s it)
• Once registered they can update personal information from dashboard
• A file is added under a category
• A file can be under different categories
• Admin sets category names and adds files
• User can only download file after paying
• Admin sets prices for each file
• Each file has a heading and a description which is updated by admin
• Each file has a counter displaying number of downloads. However admin should also be able to update the counter number for each file. So essentially the counter can increase manually by admin increasing or automatically when it is downloaded
• Files can be shared on Facebook or Twitter
• User has a dashboard which shows all files downloaded
• Payments will be via PayPal and Debit/Credit Card Merchant

• Homepage (include slider, include featured files, include list of categories, include benefits o using site, Testimonials section, I will provide as much of the static information as I can when you get to this stage)
• Category pages (with all files under that category)
• Checkout
• About Page

Note : My website is for me to upload files and for users to purchase them. The above two sites are clearly different, they are platforms for many people to upload and share digital files. Don’t get that mixed up with my site which is just for me.
Key considerations before bidding:
- Noone to bid who is going to outsource the work
- Only those who can keep to timescales should bid
- The requirements are not that complex in terms of functionality, I know whats reasonable and whats extortionate
- Only people with excellent command of English language so no confusion or misinterpretations occur
- Must be able to provide a project plan with milestones
