Hi, I have gone through your requirement in detail and below is my recommended approach. Platform: Lets use Drupal 7 ( opensource CMS ). Drupal is a great starting point and would save you a lot time. Every hour saved would saves money. For site memberships & paid downloads we can use Drupal's Ubercart module. Drupal's configurations will allow you to build other supporting features around the above core features. Development Cost will the amount I have bid. Timelines would be around a month. You will also need a good design for the site. You can either use a free Drupal template or buy a premium one. The design cost are not included in my bid.
