Create Life Like Custom Drawing (balcony)

I need a custom drawing created. I’ve attached the exact size I need. Basically redraw my attachment from scratch so I can replace the current image. There will be several revisions so create your layers wisely so we can increase and decrease the size and properties of each building, sign, etc. The "before" image is what the current background for the website is now. (I'm not sure if this is an AutoCad drawing or raster graphic?) The "after" image is an example of what I need created to replace the current background. The new 'after' image needs to be crispy and "life like" just like the before image it is replacing.
