Company Website Design & Development with Low Budget

I need to create a logo and a website. The website is a simple 5 page company website. Requirements is for the logo to be very professional and instill confidence. Website is the same. Main business is e-cigarette manufacturing with professional sourcing/ procurement as a complementary business. But the design cannot be overwhelmed by e-cigarette designs. Firstly because new models are introduced at a rapid rate and I cannot be changing images frequently. I need something quite permanent. Secondly, I do not want to dilute the image of our complementary business. So it should deliver something generic/ standard but powerful enough. I hope this makes sense. I do not have any preference to what platform the website uses. But I do not know any programming language and am not proficient in website usage. So I need something very simple to update. Adding/ editing texts/ images must be extremely simple and direct. WYSIWYG should be all around the website backend. Please quote me a price for the above and I hope you can throw in free name card designing, since this should be easy once logo and website is created. My budget for the entire job is around $150.
