Build a Custom Auction Website from Scratch

PLEASE READ THE DESCRIPTION BEFORE BIDDING!!! We need an online auction website from the scratch (meaning that all designing and programing work should be complete by you from first to last step). Auction listing should last 24 hours and it should be a REVERSE AUCTION - meaning instead of bids that increase the listing's price, price should be lowered every hour until someone buy's the listing or if listing's running time ends (24 hours pass and no bids were made). Example of the dropping price auction (this is something like we would need in the final): [login to view URL] Price should be dropped hourly by X percentage every hour until the auction end (exact percentage will be given later). Auction should have "paid" watchers. "Paid" watcher should make a deposit in order to become a participant of the auction. Once there would be X amount of "paid" watchers (exact amount of watchers will be given later) - auction should start after 24 hours and every watcher should be emailed that auction will start in 24 hours (automated transactional mailing system). Auction should have a feedback system for members. Auction should have an administrator panel, which would give access to manage users and their listings (such as delete user, give user a warning, delete a picture from user's gallery, edit user's listing text and etc.). Auction should have an integrated payment system, where buyers could pay to sellers via Paypal or Credit card. Multi-language support. There should be a possibility to do multiple language versions of the website, where users could choose which language they want to see the website in. Design should be made by you too. !!!
