Build a Website

I want to create a website which is needed to list local shops, and services in my Country. including the name, price of the service, location and kind of information about this service. The page should contain 4 different pages . The web page should be in Albanian language or else i need the full code to be written with english code so i can fill it with my code. I also have some kind of code written by me in Html code.
