It has to be a kind of an Affiliate Network, where Facebook page owners will register themselves, generate a unique link of any article with their usercode in the end which will be used for tracking in the end, it will be better if you have the article link connected with custom domain and automatically so that counting is quick and better. There will be a fixed rate which will be paid to users according to a 1000 clicks they send, there must be a fake traffic (bot) detector which will prevent them from sending fake traffic.
