Create a GIF from an animated Video

Hi, I need a GIF produced from an animated video we have which will be delivered in mp4 format. The specs are below The image needs: - minimum: 292x157px - as light as possible, ideally around 500k-600k, but I understand this might be difficult without losing too much of the quality, so max 1mb - Probably 3 secs in length . - We also need to place the video icon attached over the GIF.
