Create WordPress Website for local handyman

We currently have a domain and are looking for assistance to create custom theme this website (wordpress) with fully working functions as listed in our current site.
Required Tasks
- Design and improve upon the existing word press website to ensure it is visually appealing, easy to navigate, presents all relevant information as per current site and is quick to load and is very responsive and mobile friendly.
*This step must be approved before proceeding on to development*
(Website pages include Homepage, Contact, Resume Pricing, About Us, FAQ, Terms & Conditions, Privacy Policy,Services, testimonials etc). I will provide guidance on what content is to be provided on each page during the design process.
- Each page must have the ability for the user to access a 'Call to Action' feature whereby they are prompted to "Get Quotes Now" or "Email us for a FREE Resume/CV Health check by entering their NAME, NUMBER & EMAIL.
- Only applicants who reply with "JOB CANADA" at the start of their response will be considered for this job. Must provide samples of work and complete in 2-4 days.
Must be able to mock new website up first on own hosting platform for review and assist with uploading into CPanel and wordpress dashboard.
