Design an App Mockup

I am looking for someone to build an app. Alongside the app, a supplementary website would be suitable.
Firstly, users would be directed to the website where they are simply prompted to download the app. The basic operation of the app is as follows:
1) The user picks a route(s) that he/she uses to drive to work - a drop-down box will appear with routes such as "Ellerslie-Panmure" highway.
-The app would have geo-fence + intelligence on transit times for these routes.
2) There will be an admin. If the admin sends an alert to the user during the transit times, the user will be prompted with an alert. For instance, “Proceed to go this way”.
-Advertisements will appear with the alert. However, for the first ten times of use there will be no advertisements. After that, advertisements will appear.
3) The user will proceed to click past the advertisement(s) and the alert.
4) Once the alert is clicked, a visual and audio queue will countdown and prompt the user to take that route. The countdown will take place at both 500 and 100 meters as he/she reaches the route.
The skills required are user Interface/ IA; the main aim is to produce something that functions along the lines of what I have specified here. It does not have to be fancy. I am happy to pay a fixed price, which is open to negotiation. I do not have a fixed budget, so let me know.
