Design files to responsive website

I have a homepage and 2x content pages designs which I need building in a responsive manner (all hard coded in raw HTML / CSS) which I can then use as templates to complete the rest of the site. The designs are for desktop but the site should respond based on desktop size (starting big), large tablet, small tablet and phone. Where phone nav will dissapear and be replaced by the menu tap button often seen on phone interfaces. The site is being designed in such a way that it should be simple to make responsive with. The homepage has 3 columns, one content page with 2 and one content page with 1 column so that i have a few to play with. I attach a draft Homepage that needs a little work to get it right first, i will later supply the other two pages. You may need to modify the .PSDs to make them fit perfectly. The nav should be built in such a way that i can add / remove items and the css will relatively position the list items with equal space centrally aligned horizontally and vertically. As this is a work in progress the developer will need to be fairly flexible as there may be small changes during the build such as slight layout changes. The page background should stretch the entire browser window and respond accordingly according to size the social media balloons should be click able links - the third missing one will likely be a blog a responsive slider should be included at the top (homepage) with a simple way of adding new images in code or in a folder
