Build an Online Store

I need someone good with woocommerce to modify the shipping cost of the product that we're selling. The shipping cost will be different depending on the delivery location, there will be 4 possible option for the delivery location. I will also need the freelancer to customize the landing page to show the products that we want to feature on the shop. The items will have their category sorted based on the brand names - it will appear as a menu on top of the products. We also want a tracking id feature included & customer will be notified via email when their item are delivered. Our budget is $15 for this task
