Cartoon illustrations for kids' music video ("Scat Cat")

I'm looking to hire someone to do a series of illustrations for a music video, particularly for the background/scenic parts. (Note: I may also want to hire the same person to do the character images as well, but that's something I want to consider separately for now.)
The song is called "Scat Cat," and is a slow jazzy kind of song about a cat character who scats for the residents in a downtown alleyway apartment complex. I have a simple animation style planned for this, and I'm looking for a graphic style that is simple but evocative and catches the eye. See the attached images from the BeatSneakBandit iOS game for something that's vaguely in the graphic style of what I'm thinking of for this (though I'm open to other styles). I want a sharp, consistent and cool look for the video.
I've attached the storyboard for the video and an MP3 of the song. If you have time to do a quick sketch of what you could do for the skyline image on page 3, or the apartment complex/street on page 5, I would love to see that as a reference. (Note that my quick drawings are extremely basic... the apartments/street should have more than just windows, for example. If hired, I will give you a much better idea of what I want than what is shown in the storyboard.) Or, please show me specific work that you've done that you think might fit the song/video style.
I'll need about 8-10 pictures of different scenes and backgrounds, possibly more. I have a very limited budget, so I can't pay a lot per image (maybe $20-30), but the style should not be very detailed at all... I'm looking for an evocative cartoonish look, but not with a lot of detail... so hopefully these wouldn't take a lot of time to do. But please give me a quote as a total fee for doing 10 images, and if I end up needing more, I can pay you on a per image basis after that. As I said earlier, if you also do good character work, I may want to hire you to do the design for the cat and the human faces and props and such for this video as well, in which case, we can figure out an additional price for that.
Turnaround time isn't too urgent. 30-60 days is fine.
