Design E-Book Cover For Amazon Kindle

I need someone to design an e-book cover for me that would fit the requirements of Amazon KDP publishing rules located at kdp.amazon.com. The e-book cover would need to meet their requirements, which are that it be in a .JPG version and for the best quality image, be 2820 pixels on the shortest side and 4500 pixels on the longest side. Product images on Amazon KDP display on Amazon using RGB color mode. IN your response, indicate any experience you've have in this format.
The title of my e-book is "Villains And Vices" (already copyrighted) and I envision the cover to be similar to a romance novel with a handsome, dark-haired man with long waving hair with an unbuttoned pirate-style shirt and black pants holding a blonde beautiful girl wearing a light-colored dress who appears to be smitten with him. He needs to look a bit mean but very handsome. The author's name would need to appear at the bottom and the author's name is Raven Reigns. Perhaps written in script?
If there are other ideas for a book cover that would be eye-catching, I'm open to suggestions. This is a modern-day romance story featuring three men women love to love, but who drive them crazy with their sometimes villainous ways.
Please try not to use copyrighted images and if you need to give me a document that releases me the authority to use the picture and if you want your name mentioned in my e-book as getting credit for the cover image, if I do use it, let me know how you'd like that to read.
