Develop Online Card Game

The card game is Tongits, a Philippine based card name which is sort of like Gin rummy. [login to view URL] You can see how it works by downloading the free software if you are serious. We would want more of a Flash or java based game. Ability to make money by charging either a membership or per hand basis (any ideas). Nice graphics. Maybe extend a social network around it as well including chat and things like that. Also, may need a good server set up system as well in an offshore haven for credit card processing and or loading the account as well as legal jurisdiction (we could muddle through that if need be). Need to know costs and time frame to develop this. Payment will be in Escrow and paid upon delivering a final agreed upon product
