Design MAP application

Hello! I am looking for a person that have experienced writing google map application for a M2M application. M2M terminals are located at different sites in a city. We want a map view where a user can locate a certain M2M terminal using the map. The design will be done during the project. But here is an example. The city may be divided in district and areas so the we need to be able to view over a city where we can see the districts marked out somehow (City View). Mayve with different colors or something. Clicking on a district provides a District View. In this view we can similar se Areas. Clicking deeper on an Area View will in the same way focus in on the selected Area. Under the Area view we see the Sites (M2m terminals). Also District and Area can provide different information about Sites, for example how many sites, state, alarm count etc. This map view is to be integrated into an existing web application. So with this project I would like to find a person that is very experienced with, google map and how to create application based on it, UI design with maps and also is communicative so he/she can communicate with our coder when it is integrated into the existing application. If the person is a good java coder that can realize some of the design it is also and advantage.
