Build software for construction specification projects

I need a developer to build and provide the source code for construction industry specification: The software should be able to build a MasterFormat which is the specifications-writing standard for most commercial building design and construction projects in North America. It lists titles and section numbers for organizing data about construction requirements, products, and activities.
