Java is my primary programming language, and I am experienced with using it to create simple games like this one within a short time span (I often participate in 48-hour game jams). I will be able to create a Billiards game well within a week. I can make it without any external libraries and use only regular Java AWT, but if you would like better physics I am also experienced with using box2d, a popular (and free) 2d physics engine.
