Developer Needed to Build Website Template

I'm looking for talented programmers to create a template for a portfolio site. Tier I Example: [login to view URL] Tier II Example: [login to view URL] Responsibilities: / Three-week project / Need to create a template manager, all the pages should use a code or tag so it to uses the design of the template so if we make any design changes to the template it changes across the entire site. / Site needs to be tested on all major browsers (last two generations of each) Skills : / Experience with PHP and OOP (preferably experience in one of the following php frameworks: Simfony, zend, codeigniter, cakephp) / Excellent knowledge of MySql,basic knowledge of xhtml/css,experience using at least one of the following javascript frameworks: jQuery, mootools, prototype or scriptaculous. / Excellent communication skills in English / Chinese Budget up to 250 USD. Payment only by milestone.
