I would like to use a custom map in an application.

I have an SVG and would like someone to, using d3js or Mapbox create a world map from this that can be used with Geodata. Just like Google maps you can add a marker.

If a 'marker' is added to this map, the dot closest to the matching geolocation should be lit up. Example attached.
