CSV file to mySQL export

We are building a lot of small electrical solar projects. Each project have one or more inverters and they are uploading daily data in CSV format to FTP server. Each project have own FTP account on our Centos6 VPS server. Folder structure is something like: /FTPRoot/... Project1FTPHome/... Project2FTPHome/... ... We need cron job that will read all uploaded CSV files from all projects and transfer data to mysql database. Example CSV file is in attachment. Programmer need to create one main function (csv_to_mysql) and use it inside two loops -> one for folders inside FTP Root and another for files inside project folders. After successful export exported CSV file should be moved to project subfolder (data is always uploaded in project FTP Home folder so moving it in subfolder is simple solution to avoid double entries in database). Data between [wr] and [wr_ende] should go in one mysql table (inverters_data). Data between [ad_start] and [ad_ende] should go in another table (sensors_data). Note that some projects like the one from the example CSV have sensors but most of projects don't have so in those cases CSV dont have [ad_start] to [ad_end] part. Both tables have same rows as in CSV + row with project name that is equal to cell data D1 ("12043ProjectName" in example CSV). We are searching for programmer who can do this small program in program language of his choice (with full source delivered).
