App that recognizes simple vowels

Dear bidder, I am looking for a creative developer who can make an app that recognizes human vowel (eee, ooo, it is specific) 1. App is always active on taskbar 2. Recognizes vowel (I will be more specific when we start) 3. Uses android-phone OS back button and moves back (OS, internet browser, etc..)
