content based image retrieval on android

want to develop an application which is cantent based image retrived on android... like sum one capture an image and saved this image in light data base along with certain information .. like name , place , specialisation etc in SQL light data base almost all smart phone supports .. when next time user point his/her mobile mobile camera to that object he should get the identification of that place along with stored info .. this is actually short idea which i am telling you .. for this application no GPS system or internt sys is necessary The limitation we can say limitations for Pakistan .. where GPS is not accessible in every place The use of this application is most for a tour guide system like in museum .. or a particular organization.
