I have been developing software for over 20 years, and iOS apps for over 2. You can see several apps I wrote by searching for "Naxomedia" on the App Store. Those apps use many technologies, including databases, remote synchronisation, in-app purchases, push notifications, and more.
The project seems relatively straightforward, however there's probably a lot more small details to sort out than your picture shows, which explains why it's not a matter of just a few days. Do you have a more detailed version explaining all the buttons and interactions?
Also, what exactly happens when the user taps on "Publish"? Do you need a specially formatted e-mail with the contents? Or do you need the data to be pushed to a server, with just an e-mail notification? Note that of course, large numbers of pictures, or video sequences, are not suitable to be sent by e-mail.
The proposal is for a native iPhone application only. If you need a back-end server to store the data, an admin interface, or a website, that would be extra.
