A web application for Power Trading.

I have to build a web application with an admin panel (5-6 admin) / users panel (hardly 100 users) in PHP-MySQL. I WILL PAY $700 for the web application only and $50 for the documentation. So bid $700 for this. Who ever makes this web application will also do the documentation along with and will be paid by opening separate freelancer project. I am giving you a brief summary of the features 1. Admin Panel a) 3 to 4 types of users. b) Manage Cliets i) Client Details ii) Client Documents (Upload) iii) Clients Account (the clients deposits the money in the account and the website reflects it as deposited - NO ONLINE PAYMENT IS DONE) c) Bidding Details i) Clients bid for the power supply from their user panel and the admin gets their bids from their panel, generates excel sheets. d) Other Admin tasks and Reports 2. User Panel a) Verifies whether the document has been submitted or not and based on that allows users to submit their bid. The users can't submit their bid if there is less amount in his user account (the money he had already deposited). b) Generates some reports. INTERESTED BIDDERS ONLY PLEASE. Thanks.
