Browser Plugin or Web Function Required

We need a webpage form, that will acheive the following. Either a plugin or some web programming language that will show the visitor a file and offer the visitor a download button select a place on their computer to save the file to. When the visitor clicks the download link they should be allowed to select the destination folder or removable drive they wish to download the file to. Once they select the folder or removable drive, I wish for thei serial number and drive name from the selected device to show on the screen and the user would then be able to save the file. Thanks
