I am looking for someone who has expericence in writing a chat program. This chat program must be equivalent to micosoft chat, Msn, mirc chat program. This chat program will be used for an on-line dating site. I also want the user to download part of the chat program so that they will have a icon on their desktop. The program should have 2 windows a background and forground so that there can be mulitply windows that can be [url removed, login to view] program should not be operational unless the user logs on to the site where they downloaded it from and a user ID and password is confirmed. When a user clicks on a tool on the toolbar the window on top should not minimize.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Exclusive and complete copyrights to all work purchased. (No GPL, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site).

It should run on all plat forms mainly windows 95 and up to the lastest 2000 xp etc.. and it must work on both Explorer and Netscape from 3.0+ to the last verison on both browsers
