Basic matching program/software

This is a program for a competition, designed to match teams that are competing based on common elements they share. I would like to have a program that does the following: -Takes a number of inputs entered by each team (geography, scientific resources, functionalities etc..) and uses a sorting algorithm that best matches the team with the most similar responses. Thus, ideally through this software, each team could login or make an account, input their info, and receive an email later matching them with another team. This could be an app, program, or script. In addition, any basic web app with user interface that shows a proof of concept would also be acceptable. I am willing to negotiate on price and I need this project to be completed by next Friday.
