Detecting Answering Machine Pickup and Playing of WAV Files through TAPI

This is probably the fourth time I have been posting the same bid. Each time I get a bunch of coders who say they can complete the job, but in the end they do not live up to it. SO DO NOT BID UNLESS YOU ARE POSITIVE YOU CAN FINISH IT! I need an application that lets the user specify two WAV files for play (This part is complete). Next the application should allow the user to dial a user specified phone number using a Voice Modem. Once the call is connected, begin to detect if a human being picks up or an answering machine does. Once the detection is completed I need the application to play the appropriate WAV file. If the application detects a human being pickup, I want the application to play the WAV file that was specified for human being pickup, else, I want the application to play the WAV file that was specified for answering machine pickup. I need this done through TAPI and also I need the application to output the status of the call (connection, hangup, playing of wav files, etc.) in a listbox.
