CMS needs building for simple content website

Hi Freelancers,
This is a small project with a very limited budget. I own a little content website, currently with only 30 static pages. It has become tiresome hand editing every page individually in order to make a minor modification or add a new article. Therefore we need a very basic CMS to automate things. Requirements are as follows:
1) A change to the header/sidebar/footer can be updated to every page without individual editing.
2) Categorisation to allow an article to be assigned to a particular menu or drop down.
3) Ability to add new pages/articles very quickly, as well as a new ad box at the top of each page.
4) Ability to choose URL for each published page.
Please post only reasonable bids. A basic yet funcitional solution is required here.
