Custom CMS

Hello, I need a custom CMS for the website I am creating. The layout has been made, all you need to do is code the CMS. Here are the sections of the CMS, and what I need in each: //Admin Panel -Manage users -Approve/Deny news/articles/tutorials/comments that are submitted -Add a page -Edit index page -edit header and footer page -add/delete polls -manage podcast area -view all info regarding amount of hits total, in a day, and in a month, and a year. Also can view amount of members, and how many are signign up each day. //Non-logged in area -Can only see tutorials and news. -Needs a registration and log in page -can listen to podcasts //logged in users -can go to the forum(smf forum) already logged in -can submit news, articles, comments, and tutorials -can rate tutorials and post comments on them aswell -can listen to podcasts //Other -You will need to work with the layout yourself to fit it with the forum part and your coding. -You need to make the coding understandable, and it needs to load fast. -The pages have a special template that I would like to stick to that is hard to explain, so if you win the job, I will tell you then. -If you win, I will send you FTP & MySQL information -There are special ways I want the admin panel. For instance, there are levels. The highest level which is like super-admin, sees everything, the lowest level will say see only the approving/denying of tutorials.
