Build RSS feed from MySQL data

This product is pretty small and can probably be done on one page (with a second page for displaying final results).
I have a MySQL database filled with articles. I would like a user to be able to do a query on the database and get back a list of matching articles (up to 100).
After the query, user can scroll through the articles (display title and first X chars of the body) and select as many as they want with a checkbox.
At the bottom of the page are some fields to be filled in by the user - title, site url, etc.
When they have selected the articles they can click a "Generate Feed" button and an RSS feed will be created and displayed in a new window using the fields they filled in and the articles they chose from the list.
Please see the attached spec for all the details including database schema, etc.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Linux web server with PHP 4.4.4 and MySQL 4.1.21-standard Current versions of IE and Firefox for Windows, Safari and Firefox for Mac OS X (I can test the Mac side of things if you don't have that capability)
