CSS Template Needed

I need a simple HTML & CSS layout to be created. A diagram showing the layout is available here: [login to view URL] The HTML & CSS _MUST_ work on the latest versions of Safari, Firefox and Internet Explorer. It _SHOULD_ look reasonable on old version of Internet Explorer. It _MUST_ contain no Javascript, only HTML & CSS is allowed. Existing HTML & CSS templates can be re-used if copyright allows. The aggregation of the coloured blocks are the BODY of the page. The outer white block represents the entire browser WINDOW. The BODY _MUST_ be horizontally centered within the WINDOW. The top and bottom border between the BODY and the WINDOW is fixed. The HEADER and FOOTER blocks are fixed in both height and width. The LEFT and RIGHT blocks are fixed width. The CONTENT block must resize horizontally. The CONTENT block must be large enough to display all the content. The LEFT, RIGHT and CONTENT blocks should have exactly the same height. There should be no gaps between blocks. The blocks MUST line up perfectly with no gaps. No assumptions should be made concerning the side of the HEADER and FOOTER blocks. Same goes for the LEFT and RIGHT block widths. UPDATE #1: No tables should be used. Just DIVs and CSS. No JavaScript is allowed. The text of the CONTENT block can be any random gibberish used for sample purposes. The width of the HEADER block is flexible but 1024 pixels should be assumed to the be most desirable width. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Firefox, Safari, Internet Explorer.
