Clone of GetaFreelancer with bilingual feature

I need a website like [login to view URL] with all of its functionality but I need it to have a Spanish version, which will be the default language. I will do the translation as long as I am provided with an admin from which I can do it easily, and thoroughly. The system has to be able to send the e-mails in Spanish to the freelancers that choose it as their primary language. **I am looking for a coder who has done a GAF clone in the past, so he/she can customize it easily for me, so that the job is finished quickly and at low cost. ** I will provide the logo and basic layout.
