Area Select of an Image

I'm not looking to purchase anything I just need a little help.

I can't seem to find any sorce code or tutorials on the net describing how I can get a small area of an image and display it on screen as an image itself.

Example:

I want to have a single image consisting of a clock face, digits 0-9, am & pm, and the colon.

What I want to do is select an area of that image so that if the hour is 12, it takes the predefined area of the master image, where the 1 is, and makes that image the 1, and the same for the 2.

Also, I cannot understand how to change the coloring of the image.

Example:

I want a B&W Image like the one described above, so that if the user selects a green color, the white's are replaced with green, the same shade as any whites, black being the unchangeable color.

I just need a basic example of how to do this.

Your help is appreciated.
